Metal roof in a Rockville historic district: who has to say yes first

Exact match or ask
The Commission's roofing guide says repair or replacement that matches the existing materials exactly needs no Certificate of Approval. A replacement should match texture, color, dimension, lap, thickness and reflectivity. Changes need an application.
Notes on the table
The guide names standing seam metal and stamped metal shingles among three common roof materials in Rockville's districts, and it approves no profile or seam height, so a profile is judged in your application. It is a 2004 document, still linked from the City's alterations page.
A change application lists the old and new material, the method, the reason and two contractor bids, one for the in-kind roof and one for the alternative. Ordinance 06-24 adds that a low-slope replacement in the Historic District Zone, "including any change to design or materials," goes to the Commission.
The City's staff-approval list has no re-roofing line. An approved project must be finished within five years, and work done before a required approval is not eligible for the tax credits the guide mentions.

Does the roofing guide name standing seam metal?
Yes, along with rectangular cut slate and stamped metal shingles.
Is a same-metal replacement exempt?
The guide says identical materials need no Certificate of Approval. Check the match with the Historic Preservation Division first.
Does the guide approve a panel profile?
No. It names materials, not profiles.
Why must flashing be non-reflective?
The guide states the rule without a reason: galvanized or other non-reflective flashing shall be used.
Does a National Register listing bring in the Commission?
No. The City says listed sites need no Commission review. Local designation does.
Does a house outside a district follow this guide?
