Why does the town you live in change a roofing job?
A roof is the same material whether it sits in Reston or Rockville. What differs is the paperwork around it. Each place has a building office, and some also add zoning review, a historic board or a village government on top.
The mailing address is a poor guide. Official pages for Falls Church, Vienna, Alexandria and Herndon all warn that some addresses with those names lie outside the town or city. The parcel decides which office applies, so use the lists below as a starting point and confirm your own address with the office named.

Group 1
Fairfax County: Land Development Services issues the permits
Most of our Fairfax-area pages sit in unincorporated Fairfax County, where there is no separate town hall.
Covered here: Annandale, Burke, Centreville, Chantilly, Great Falls, McLean, Tysons, Oakton, Reston, Lorton, Springfield.
The county lists replacement of roof shingles as work that does not need a residential building permit. It lists roof repairs and chimney repairs as work that does. Replacing less than 256 square feet of roof plywood needs no permit unless the plywood must be fire rated, as on townhouses. Those are the county's own categories, so a mixed job should be confirmed with Land Development Services at 703-222-0801 before work starts.
Fairfax County also has historic overlay districts, such as Lake Anne in Reston and Centreville's old village. Where a parcel sits inside one, an architectural review board may be involved, so ask before changing a material.

Independent cities and towns in Virginia: the local government may decide
These places have their own governments, and the rules differ from one to the next.
City of Falls Church
Its Department of Code Administration issues permits inside the city at 703-248-5080. Seven Corners, Bailey's Crossroads and other Falls Church addresses are in Fairfax County.
Town of Vienna
Inside the town, Fairfax County is the building official, and the Town reviews zoning. Some Vienna mailing addresses are in unincorporated county land with no town role.
Town of Herndon
The town's Building Inspections office issues permits inside town limits. Oak Hill, Floris and Franklin Farm carry Herndon addresses but are in Fairfax County.
City of Alexandria
Its Code Administration permit center issues permits at 703-746-4200. The Old and Historic and Parker-Gray districts add architectural board review for roofing visible from the street.
City of Manassas
Manassas is an independent city, and nearby addresses can fall in Prince William County. Check the parcel before you choose an office.

Arlington, Loudoun and Prince William: county permit offices
Arlington County
One county government covers every Arlington address. Its permit page says replacing roof covering with no decking change needs no permit, and replacing more than 256 square feet of decking does. Townhouses with fire-retardant lumber need one regardless. Phone 703-228-3800.
Prince William County
Woodbridge is in unincorporated Prince William County, and the City of Manassas is separate. See Woodbridge, Manassas.
Group 4
Washington, DC and Maryland: a different rulebook
Virginia's statewide code and Fairfax County lists do not apply across the river.
Washington, DC is a single jurisdiction with no county layer, so one District agency handles permits for every address.
In Maryland, Montgomery County's Department of Permitting Services handles Bethesda, Silver Spring, Potomac, Chevy Chase and Kensington addresses. Its home improvement page says roof covering only is on the list of work you most likely will not need a permit for, but that the list leaves out municipality and homeowner association rules. Several Chevy Chase villages and Takoma Park add their own approvals, and properties on the county historic master plan need a Historic Area Work Permit for exterior changes. Is my Falls Church or Vienna address inside the city or town?
Not always. Both governments say some mailing addresses with their names sit in Fairfax County. Check your parcel on the municipal address finder or zoning map, or ask the permit office named above.
Do the permit rules change if I cross into Maryland?
Yes. Montgomery County uses its own list of work that needs a permit and its own historic review, and some towns add approvals. Virginia's county lists do not carry over.
Why do some town pages mention a second government?
Vienna and Leesburg are examples. A county issues the building permit, while the town handles zoning or historic design review. Both can matter for one roof.
Does a townhouse roof follow different rules from a detached house?
Often. Fairfax County and Arlington both call out fire-rated decking on townhouses as a reason a permit can apply even to small decking replacement.
What if my town is not on this list?

Does my homeowners association have a say in the roof?
Many do. Reston Association, for example, runs design covenants separate from the county permit. Ask your association about shingle color and material before you order anything.
