PVC Roofing in Tysons, VA
Fairfax County's Tysons Urban Design Guidelines are the clearest roof language written for Tysons alone. They talk about roof treatment, planting, water capture and reflectance. Chapters 1 and 4 never name a roofing membrane, so a PVC decision here still comes down to the building and the paper.
Nothing in the Tysons text asks for, or rules out, PVC. Its roof lines are suggestions for new development, and a thermoplastic sheet is one way to build the waterproof layer under whatever they describe.
- Which roof zone is it?
- What does the data sheet name?
- Is the roof meant to hold water?
Roof by roof
What do Tysons' own guidelines say about a tower roof, a podium and a parking deck?
The quotes below come from chapter 4 of the Urban Design Guidelines, dated February 24, 2017, under its design suggestions.
- Towers and podiumsGuidelines, section 4.1
"All roof tops, including towers, podiums and parking decks should be treated or screened appropriately." The same passage suggests using rooftops "for private open spaces and/or resource conservation, energy collection and management."
Treated is not defined as a material. A terrace, a planted area, a solar array and a bare membrane are all things a designer could call treatment, and a PVC sheet could sit under any of them.
- Top of a parking structureGuidelines, section 4.4
The top floor of parking structures "should be covered with green roofs, park spaces, or recreation amenities so that the parking is not visible."
The text is silent on what waterproof layer goes under that cover.
- Mechanical and utility areasGuidelines, section 4.1
These "may be excluded from treatment if necessary, but should be screened." So the text leaves the plant areas of a tower out of the treatment it describes.
SPRI's inspection advice, quoted below, singles out flashings around penetrations, which is where equipment sits. That is a general single-ply point, not a Tysons rule.
- An existing buildingNot addressed
The county presents the Guidelines as a companion to the Plan to "guide the rezoning and development process." They say they "do not regulate or dictate a particular architectural style" and allow "alternative, but comparable" strategies. Nothing in chapters 1 and 4 applies them to re-covering a roof that already exists.
Three assumptions
Does Tysons call for a white, a planted or a PVC roof?
Tysons requires reflective roofs.
The Guidelines suggest strategies "for reducing heat island effect," including "green roofs, rooftop screening, and high-reflectance building materials." That is a list of options, and it says building materials, not roofing membranes.
The Tysons plan's vegetated roofs point to a roofing material.
The county's stewardship page says the Plan calls for Low Impact Development techniques "such as rain gardens, vegetated swales, porous pavement, and vegetated roofs," and for new residential buildings to reach LEED or an equivalent standard. No membrane is named, and the page speaks of new buildings.
A white sheet on a roof must be PVC.
The single-ply trade association SPRI says sheet membranes "come in black and white and a large variety of standard or custom colors." Color alone does not name the polymer. The ASTM designation on the data sheet does.
A blue roof is designed to hold water, and a low spot is not
The Guidelines name "green and blue roof technology for stormwater capture and treatment." An asphalt-roofing trade bulletin defines ponding as water that stays 48 hours or longer, then carves out blue roofs as roofs designed to collect and retard drainage, and says to consult the design professional and membrane manufacturer. If a Tysons roof is meant to hold water, that conversation comes before any membrane choice.

What should a Tysons PVC bid request spell out?
- The roof zoneTower top, podium, deck or plant area, since the Guidelines treat each differently.
- The ASTM designationThe International Building Code table lists PVC under ASTM D4434, TPO under D6878 and EPDM under D4637.
- How seams are made and checkedAn NRCA library abstract says thermoplastic sheets, a group that includes PVC, are fused with heat, and that correct welds can only be separated by tearing the sheet.
- What sits on topPavers, soil, a terrace or nothing, because the roof's load and its repairs follow from that.
- Drains and overflowWhere water leaves, and whether the roof is meant to hold any.
- Reflectance, if the owner wants itThe Cool Roof Rating Council says it sets no definition of cool and that a listing does not guarantee one, so name the program and value being sought.
Who signs
Who decides when a Tysons roof is planted, reflective or plain?
A condominium board or a landlord, as our Tysons guide explains for common elements and reserve studies. The guideline language gives them design options. It does not make any of them a requirement for an existing roof, and the county office that answers permit questions is the place to confirm the rest.
Low-slope roofs of any membrane are compared on our flat roof page and in the TPO and EPDM guide. Neighbouring roofs: EPDM in Reston and TPO in Falls Church.
One inspection habit applies to every single-ply roof
SPRI says low-slope roofs "should be inspected at least twice per year and after any major storm," with drains kept open and flashings around penetrations checked.
FAQ
Questions about PVC on Tysons buildings
Do the Tysons guidelines require a PVC roof?
No. Chapters 1 and 4 name no roofing membrane at all and describes its roof lines as design suggestions.
Are the Urban Design Guidelines the same as zoning?
No. They elaborate on the Comprehensive Plan and say they provide flexibility in how they are applied.
Does a green roof change what goes underneath it?
The Guidelines do not say. The waterproof layer is a design question for the architect and the membrane manufacturer, and the text only describes the planted surface.
Does a high-reflectance building material mean a white membrane?
The Guidelines say materials, not membranes. A rating directory such as CRRC's lists measured values and leaves the definition of cool to whichever code or program applies.
How is PVC told apart from other sheets on paper?
By the ASTM designation. The code table lists D4434 for PVC, D6878 for TPO and D4637 for EPDM.
Where do I start if my building is one of the few Tysons houses?
The roof pages for houses and townhomes are linked from our Tysons guide. The Guidelines are written for large development, so they say little about a house roof.

Bring the roof zone and the paper
Tell us whether the roof is a tower top, a podium, a deck or a plant area, and send the drawing or data sheet if there is one. That is enough for a useful first call.
