TPO Roofs in Reston, VA: Flat Roofs in Cluster Standards
Reston's published design standards do describe flat roofs, but in older terms: bitumen rubber in silver or black at one cluster, a short color list at another. Neither names TPO, so a TPO sheet is a material question for your association, and the wording below is what it would be weighed against.

What do Reston's cluster standards print about flat roofs?
"Flat roofs are covered with Bitemun rubber with aluminum coating (silver color or black)"

The two read differently. Washington Plaza West ties flat roofs to one construction and two finishes. Moorings makes room for reflective products and then limits the color. A third standard that turns up in the association's own search for "flat roof", Governours Square, lists only asphalt shingles in eight colors on the roofing page we read.
Neither standard names TPO or any single-ply sheet
SPRI's FAQ says sheet membranes come in black, white and a large variety of other colors on request, so a color line cannot tell you which product a standard has in mind. Ask Covenants staff at 703-435-6530 whether your cluster's roofing page answers a color question, a material question, or both.

What do the condominium and apartment guidelines add?
"The proposed exterior colors, siding, roofing, or other material should be: compatible in appearance, color, and quality with other remaining or proposed colors and materials in the project"

Lake Anne of Reston, A Condominium (106 units in Chimney House, Heron House and Quayside; standards dated May 2026) shows a flat roof as a workplace. Its HVAC standard applies to "Quayside and Chimney House Rooftops ONLY", calls the equipment the unit owner's responsibility and sends installers to a master installation plan drawn on the two roof plans. Line sets go in a cream-colored folded aluminum cover, and units are encouraged to sit parallel to the party wall on the Chimney House Road side. A detail sheet is titled Heat Pump Base Support. The standards set no roofing material.
Waterford Square Condo's seven pages, dated September 2024, cover windows and balcony enclosures as unit-owner items and include no roofing page.

Who signs when the flat roof belongs to the cluster or the building?

The page says the Reston Deed requires at least three different association board officers to sign for community-owned property. Officers must be listed with the State Corporation Commission as president, vice president, secretary or treasurer; directors and at-large members are not authorized signatories.

If a project on common property adjoins individually owned property, those owners are notified too.
The page adds that these signatures acknowledge the submission and are not an approval. The sample's exhibits look like a pitched townhouse row, so it shows the paperwork, not a flat-roof decision.

What do Reston owners ask about a flat roof and TPO?
Does Reston Association have a TPO rule?
The cluster, condominium and common-area documents above do not name TPO. What exists is wording about color, material and compatibility, written cluster by cluster.
If my cluster's standard is silent on flat roofs, what then?
Silence is not a yes or a no. Ask Covenants staff how a flat-roof request is handled and ask for the answer in writing before a sheet is ordered.
Is a shared flat roof individual or community property?
The application form carries four boxes: Individual Property, Community Common Property, Community Standard and Reston Association. Which one fits depends on who owns the roof under your declaration, which is your own cluster or condominium document.
Does a white sheet raise a question that silver or black would not?
At Washington Plaza West the printed finish is silver or black. At Moorings White is on the list. Where your standard lists colors, ask whether a color outside the list is a change.
Why does a rooftop heat pump plan matter to a roof project?
At Lake Anne of Reston the master plan fixes where units sit on the roof plans. Ask for that plan before a layout is drawn, so new roofing is planned around the approved positions.
Does Fairfax County decide any of this?
