Putting metal over a Chevy Chase shingle roof: two historic documents, two answers
Most of the nine Chevy Chase governments treat a re-roof as ordinary repair, and none of their codes mention metal. Metal becomes a real question only where a house sits in a county historic district, and the two districts here are read from different texts. What do the Village district text and the Somerset guidance each say about changing the roof material?
Both are guidance that the county commission applies case by case. Neither names metal as approved.
Chevy Chase Village district
- Which text
- Its own 1998 amendment to the county preservation master plan. The county's list marks the Village with an asterisk, and district-specific guidelines prevail where they conflict with the countywide ones.
- Contributing houses
- "In general, materials differing from the original should be approved for contributing resources."
- Outstanding houses
- Replacement in kind is "always advocated," and slate in kind is "usually required," with economic hardship considered.
- Metal
- The roofing paragraph names slate. It does not name metal.
Somerset district
- Which text
- The county's list shows no asterisk for Somerset, so we read the countywide design guidelines as the reference. Ask the commission to confirm.
- Traditional materials
- The roofs section lists "standing seam metal" among traditional roof materials, beside slate, wood shingle and tile.
- Replacement
- Preserve original roof material, and replacement "in-kind is encouraged." New material should match the original in scale, color and texture.
- Metal
- Standing seam is named as traditional. A house that never had metal is not covered by that sentence.

Which words in the Village and county texts decide whether metal is a repair or a change?
- Matching materialsHAWP test
- Montgomery Planning says ordinary maintenance, with "roof repairs" named, needs no commission review when materials and design match what is already in place. Shingle replaced by shingle fits that wording. Shingle replaced by metal is the case the page does not answer.
- Changes to exterior materialsHAWP trigger
- The same page lists "other changes to exterior materials" among work that needs a Historic Area Work Permit. Whether a new roof covering counts is for the Historic Preservation Office, so send it the question in writing.
- Contributing and outstandingVillage rating
- The 1998 amendment sorts district houses into outstanding, contributing and non-contributing. A contributing house adds to the streetscape but is of secondary significance, often a common example of its style. An outstanding one has special features or associations. The roof paragraph treats them differently, so the rating of your house comes first.
- Moderate scrutinyVillage review level
- The amendment gives roofs moderate scrutiny if visible from the public right-of-way and lenient scrutiny if not. Its definition of moderate scrutiny says "compatible new materials, rather than the original building materials, should be permitted."
- Traditional roof materialCounty guideline term
- Slate, wood shingle, standing seam metal and tile, plus asphalt shingles for twentieth century houses. A seam roof that is already on the house is described as one that "should be preserved and maintained."
- Historic Area Work Permit firstVillage sequence
- The Village guide says its staff will not issue any Village permit until all applicable county permits have been issued. If a HAWP is needed, it comes before the Village permit, so a metal order placed early can stall.
- Municipal review before the HAWPExtra step
- The commission's page asks applicants to check with their municipality before filing, and Chevy Chase Village is on its list of municipalities.
For the other governments, metal is a question about the word "same"
Section 3 lists roofing as ordinary exterior repair. Section 5 exempts repairs "using the same materials," and Chevy Chase View exempts repair "with a similar style and materials" done within 12 months. A metal panel over shingle is a different material, so ask the Section or Town office in writing whether it falls inside those words. Section 3 asks for a dumpster permit either way.

Short answers on metal, the Village district and Somerset
Is metal allowed on a house in the Chevy Chase Village historic district?
The 1998 district text does not name metal. It says materials that differ from the original should in general be approved for contributing houses, and that outstanding houses should have replacement in kind. The commission decides each case.
Why would slate be treated differently from shingle?
The Village text singles out slate roofs on outstanding houses, saying replacement in kind is usually required. A house with an asphalt shingle roof is not described that way in the paragraph we read.
How do I find out if my house is contributing or outstanding?
Ask the Historic Preservation Office at 301-563-3400 or mcp-historic@mncppc-mc.org, or check the address on the county's historic map. The Village guide points owners there too.
Does standing seam metal count as a traditional material in Somerset?
The county guidelines list standing seam metal among traditional roof materials. That helps a house that had a seam roof. For a house that was shingled from the start, the guidance to preserve original material and prefer in-kind replacement still applies.
Do I need a Historic Area Work Permit to replace shingles with shingles?
Montgomery Planning says ordinary maintenance with matching materials and design does not involve the commission. Full replacement is not spelled out, so confirm with staff before ordering.
Can the Village approve my roof before the county does?
No. The Village guide says it will not issue a permit until all applicable county permits, including any HAWP, are issued.
Does a metal roof change anything for a house outside both districts?
Not in the codes we read. Section 3, Section 5 and Chevy Chase View all turn on repair language, so the question to the office is whether metal over shingle is "the same" or "similar" material.
