Metal Roofs in Fairfax, VA: Old Town Seam and Color Rules
Inside Old Town Fairfax the City’s 2018 Design Guidelines call standing seam metal a typical local roof, and they say what a replacement should look like: a thin raised seam and a gray, dark green or black finish. Outside Old Town the answer changes, and at a county address it is a different office altogether. Three scenarios below show how.
The City review is about what the street sees
The Guidelines require a Certificate of Appropriateness for significant changes to features visible from the right-of-way or public property, except single-family detached homes outside a Historic Overlay District, and duplexes and townhouses after initial construction. They apply to the City of Fairfax only. A Fairfax mailing address in Mantua or the Fair Oaks area is in the county, where none of this text applies.

An Old Town house with a standing seam roof that leaks
Situation
An older house inside the Old Town Historic Overlay District has a metal roof with raised seams. Water is showing at a lower slope and the owner assumes the whole roof must go.
What to check
The Guidelines say to retain standing seam metal when it is highly visible, to repair in kind, and to replace with new material matching the original in composition, size, shape, color and texture as closely as possible.
Likely path
Find where the water gets in first. A repair that keeps the existing seam profile stays closest to what the Guidelines ask. A full replacement raises the seam and color questions below.
Is a new pre-coated metal roof the same as the old one?
Not automatically. The Guidelines accept a pre-colored standing seam steel roof as a close copy of an original, noting its seams may sit a slightly different distance apart. They warn against panels with wide flat strips covering the seams, which do not copy the thin raised seam of a historic roof.
Can the existing metal be painted?
The painting chapter cautions that new paint may fail to bond to an existing standing seam roof or a new galvanized one, and says to seek expert advice first. It also advises against painting metal roofs or choosing bright pre-coated colors.

What to check
The Guidelines list standing seam metal first among typical local roofs, and for new buildings name metal or slate as traditional materials. The rehabilitation text speaks to keeping and matching, not to a shingle-to-metal switch, so staff and the Board decide.
Likely path
A pre-application meeting with City staff is required before applying. Take the seam profile, a color sample and the slope that faces the street. Building permits wait on Board approval, and Board approval does not replace them.
Which colors do the Guidelines favor for metal?
They name shades of gray, dark green or black as more appropriate and discourage bright pre-coated colors.
Does a skylight or roof vent on the new metal matter?
Yes. The roof guidelines say to place dormers, vents and skylights inconspicuously on the rear of buildings and to keep roof-mounted equipment screened or set back from the edge.
A detached house in another part of the City, or a county address
Situation
The house is outside Old Town. It may sit inside the City’s Architectural Control Overlay District, which is every part of the City outside the historic and transition districts, or it may carry a Fairfax mailing address in the county.
What to check
The Guidelines exempt single-family detached dwellings in that overlay from architectural review. They still call for standing seam metal, architectural shingles, slate or artificial slate on visible roofs of buildings that are reviewed, such as small commercial and multifamily ones.
Likely path
The design review step may drop away, but the permit question stays with Code Administration. A county address skips the City entirely: Land Development Services answers the permit question, and an association may add its own rules.
Does a Fairfax mailing address mean the City Guidelines apply?
No. The parcel decides, not the mailing city. The Guidelines are a City of Fairfax document.
Can a flat section behind a metal roof use a membrane?
