NewThe residential list puts a new addition to an existing home on the permit side and names sunrooms, screen porches, front porches, bump outs, dormers and garages among them. The roof is settled inside that permit.
Already thereThen it is a repair or a replacement, and the list does not say which one the county calls a re-covering.
Can you say where the water leaves the section?

Four places a flat section can appear
These are situations where a membrane gets asked about, not a count of what exists in town.
A rear addition or sunroom
These sit on the county's list of new additions, so the permit conversation starts before any choice of covering. PVC is one of the single-ply sheets the model building code names for a roof like that.
A porch or entry roof
A new porch is on the same addition list. An existing one is different: the county pages we read treat shingle replacement and roof repair separately and do not describe re-covering a small porch roof with a membrane. Whether that counts as a repair is a question for Land Development Services at 703-222-0801.
A flat link between two pitched roofs
The risk here is at the edges, where the sheet meets walls and the pitched roofs on either side. The model building code asks that metal edge systems on a single-ply roof under a 2:12 slope be tested to a named standard, ANSI/SPRI ES-1. Ask the roofer whether the edge metal in the scope meets it.
A commercial roof
A commercial building follows the commercial permit list quoted above. Nothing published for the area says what covers commercial roofs here, so a roofer has to look at the roof itself. A sheet cannot be told apart by sight alone, so the data sheet or a sample is the reliable way to name it.

Does the section drain, and what does PVC itself change?
For a single-ply roof the model building code sets a design slope of not less than a quarter unit of fall in 12 units of run. Look for the drain, scupper or gutter before looking at the membrane.
PVC is a thermoplastic, which a trade abstract describes as a sheet whose seams are fused by hot air so the weld separates only by tearing the sheet. The neutral texts behind this page group PVC with TPO and EPDM under shared rules and do not rank it above or below them, so be wary of a pitch that does.

The district guide is silent on flat roofs
The roof section of the Colvin Run Mill design guidelines lists gable, hip and shed shapes and wood, asphalt shingle and metal coverings. Searched today, the text has no entry for a flat roof, a membrane or PVC. For a parcel inside the district, ask the Architectural Review Board at 703-324-1380 before planning.
