PVC Roofing in Manassas, VA
The City of Manassas adopted its 2045 Comprehensive Plan on October 27, 2025. We searched the text of the whole plan for roofs. The word turns up in five places, and none of them names a roof covering, PVC or any other. The plan talks about roof shape, rooftop open space and roof drains, and it does not choose a covering.

New buildings should fit the surrounding homes by using similar materials, scale, massing and "roof forms".

Part of the stormwater reaching the regional sewage plant comes in through "illegal connection of roof drains" to the sanitary sewer.
Chapters on housing and the environment, where a roof might be expected, never use the word. The housing chapter offers upkeep grants to "residents and rental property owners" and funds "energy efficiency improvements" for qualifying residents. The environment chapter encourages green building standards for new development. Neither says what goes on a roof.

An owner planning infill in the Downtown Core
Situation
The plan wants courtyards and rooftop green areas downtown and says a stepback on tall buildings may open up rooftop space.
What to check
Whether any part of the roof will be walked on or planted. The plan is silent on what covering sits under such a space, so that choice is left to the design and to the City's reviewers. Ask Planning and Development at 703-257-8278 which reviews apply.
Likely path
Settle how the roof will be used first. Then ask for PVC, TPO and EPDM to be priced on the same written scope, so the owner compares sheets and not scopes.

Situation
The Mathis lines ask multifamily buildings for usable open space, with rooftop gardens "when practical", and encourage LEED standards for construction there.
What to check
Those sentences are written for building design and construction. Our reading is that a plain re-roof of an existing building is not what they describe, but the plan does not say so, so ask the office before assuming.
Likely path
If the roof stays a roof, the plan adds nothing and the questions are the usual ones: what is under the old sheet, how the drains run, who inspects. See the flat roof guide.

Situation
The City's utility appendix says roughly 13 percent of the wastewater arriving at the regional plant is stormwater, entering through leaks and through illegal connection of roof drains and storm drains to the sanitary sewer.
What to check
Where each drain on the roof actually discharges. The plan gives a utility-wide share and no addresses, so it cannot tell an owner anything about one building.
Likely path
Put every drain, its outlet and its discharge point into the written scope before a sheet is chosen. Ponding, which the trade bodies say can come from rooftop equipment runoff, is covered in the flat roof guide.
A guide for decisions is not a roofing rule
The plan's own appendix says the Planning Commission and City Council will use it "as a guide for decisions concerning the physical development of the City". It is a policy document. It does not say that PVC is accepted, preferred or barred in Manassas, and no other document we read does. The zoning ordinance was not available to us. PVC is one of the single-ply sheet types the model building code lists, beside TPO and EPDM. The plan makes no difference between them, so the choice rests on the roof underneath.

Does Manassas require or ban PVC roofing?
Nothing we opened says so. The comprehensive plan names no roof covering, and the zoning ordinance was not available to us. Ask the City's planning office before you assume either way.
Is the comprehensive plan a rule for my re-roof?
Its appendix calls it a guide for decisions on the physical development of the City. It does not mention re-roofing. The permit rules are on the Manassas page.
Can a flat roof in Manassas become a rooftop garden?
The plan encourages rooftop green areas, open spaces and gardens in the Downtown Core and Mathis areas, mostly for new buildings and "when practical". It says nothing about the membrane under one or about permits, so ask first.
What does "roof forms" mean in the Neighborhood Business area?
The plan does not define it. It sits in a sentence about fitting in with nearby homes. Our reading is that it means shape, such as pitch, rather than the covering, but staff should confirm.
Does the plan's green building language require a white roof?
No roof color or reflectance appears in the plan. It encourages LEED, Earthcraft, Energy Star or similar standards for new development and names no roof element.
Why does a roof drain show up in a city plan?
Because the utility appendix lists illegal roof-drain connections to the sanitary sewer as one way stormwater gets into the sewage system. Where a drain discharges is a question for the City.
Is PVC a candidate for a Manassas flat roof at all?
