What does the Cool Roof entry in the Bethesda Downtown Plan guidelines say?

Up to 15 points for constructing any roof area that is not covered by a vegetated roof with a minimum solar reflectance index (SRI) of 75 for roofs with a slope at or below a ratio of 2:12, and a minimum SRI of 25 for slopes above 2:12.

Earlier, on page 16, the guidelines explain what a point is for: projects must provide public benefits to reach density beyond what the zone is mapped for. The vegetated-roof entry on page 31 pairs with the cool-roof one. It offers up to 20 points for soil-covered roof over at least 33 percent of the roof, so the two read as planted and pale parts of one rooftop.

Which Bethesda documents touch a roof, and when?

May 2017, the Bethesda Downtown Plan
Recommends green roofs and, in its energy list, the line "Utilize low albedo surfaces to diffuse reflectivity, reducing heat island effect" (page 63). Albedo is a reflectance word and the EPA calls high reflectance the main trait of a cool roof, so "low" sits oddly beside its goal.
October 2019, the Implementation Guidelines
Turns the roof ideas into point categories, including the cool roof entry above.
December 2024, the county energy regulation
A different office and a different rulebook. Executive Regulation 13-24 is covered on the EPDM page.
March 2025, the DPS commercial submittal guide
Asks for roof plans showing openings and, on existing roofs, a structural check for snow drifting off a higher roof within twenty feet and for new roof equipment over 350 pounds. Energy and green code documentation may be needed. It never mentions a membrane or a reflectance value.
May 2025, the Plan amendment
Says sections it does not update stay in effect. The text we read has no roof item. It changes how the energy points work and notes a county Incentive Zoning Update that could rework the point menu.

One more silence on the permit side. The county's Commercial Fast Track guide describes a quicker review for small interior alterations and lists "any exterior alterations or site changes" among projects that do not qualify. Replacing a roof covering is not named (roof equipment and roof framing openings are), so ask the permitting office which route a roof job takes.

What TPO adds

If a reviewer asks about a white roof, what does the sheet's name settle?

TPO is the single-ply sheet the building code lists to ASTM D6878. The standard name says nothing about colour.
The roofing trade association says sheet membranes come in black, white and many other colours, so a proposal that says TPO does not tell a reviewer how reflective the roof will be.
Ask for the product's reflectance and emittance data, and whether the figure is for a new sheet or an aged one, since the guidelines do not say.
