EPDM roofs in Alexandria: the color is the decision nobody makes for you
EPDM, the rubber membrane, is usually sold black. The City's historic-district roofing sheets lean toward light colors on flat roofs, yet nothing we could open turns that lean into a rule. Here is each word you will meet when you settle it.
Advice on color, silence on rules
The Board of Architectural Review's roofing sheets list light colors for flat roofs as a recommendation, for cooling load and heat island reasons. The Board's separate administrative policy has no line on membranes, rubber or flat-roof color at all. So a black EPDM roof is not ruled out by anything we found; it simply runs against the Board's advice, and the people who can say more are named below.
Eleven terms that settle an Alexandria EPDM color choice
- Rubber membraneBoard wording
- The sheet's introduction lists "rubber membranes" among later 20th-century roofing materials. EPDM is a rubber single-ply, so it belongs to that family. Being named in a history paragraph is not the same as being approved for a particular roof.
- Not reviewed by the BoardReview level
- The sheets say flat and low-sloped roofs are outside Board review because they are barely visible. Our TPO page quotes that line and what it leaves open; this page is about what comes after it, the color.
- Staff color chartHistoric palette
- The sheet says staff can provide a chart of historically appropriate roof colors for each architectural period. It does not say the chart covers flat membranes, so ask whether it applies to yours.
- Black and white sheetsProduct fact
- The single-ply trade association says sheet membranes come in black and white and many other colors on request. The EPDM makers' own trade group lists a technical bulletin titled "Roof Albedo: It's Not Just Black vs. White", which is promotional, so use it as a pointer to ask a maker, not as proof.
- Solar reflectance and thermal emittanceTwo numbers
- The EPA calls high solar reflectance, also called albedo, the most important feature of a cool roof: how much sunlight the surface bounces away. Thermal emittance, how well the roof sheds the heat it does absorb, also plays a part. A color name is not either number.
- Heating penaltyTrade-off
- The EPA says reflective roofs may raise energy use in winter in cold climates, a "heating penalty" that summer cooling savings typically offset, and that good insulation can limit it. We print no savings figure for any Alexandria roof.
- CRRC ratingWhere numbers live
- The Cool Roof Rating Council measures and lists reflectance values for roof products. It says it sets no definition of "cool" and that being on its directory does not make a product cool under any code body's definition. Ask for the listed value of the exact product, not a color.
- Climate Zone 4AModel code
- The model energy code's roof reflectance table is written for Climate Zones 0 through 3, and the model code table puts Alexandria in 4A. Read as "not required by that table", not as "not required by any law".
- Green Building PlanCity plan, 2026
- The City says new private development needing a site plan or special use permit is subject to it. Its only roof item is a solar-ready roof on the final site plan, and its text contains no reflectance or cool-roof wording. Whether a re-cover ever triggers a site plan is a question for the Permit Center.
- Common elementsCondominium term
- Virginia's Condominium Act defines them as all portions of the condominium other than the units. If your condominium instruments count the roof among them, the association, not one unit owner, picks the membrane and its color. The City's permit page also files buildings of 3 or more units under Commercial.

- The color, by name and by listed value.Black, white or another, with the product's measured reflectance from its listing.

- Who approved the color.Board, staff, association or owner, with a name and a date.
- Edges and flashing color.Walls, curbs and edge metal should be stated, not left to the crew.
- Insulation scope.Reused or replaced, since insulation shapes the winter trade-off the EPA describes.

Questions about EPDM color on Alexandria roofs
Is a black EPDM roof allowed on a flat Alexandria roof?
The roofing sheets only recommend light colors for flat roofs, and the administrative policy has no flat-roof color line. No City document we opened forbids black. Confirm with BAR staff if any part of the roof can be seen from the street.
Does the Green Building Plan make me use a white roof?
Its text has no reflectance or cool-roof wording, and it covers new private development that needs a site plan or special use permit. Ask the Permit Center whether your project falls in that group.
Does EPDM come in white?
Yes. The single-ply trade association says membranes come in black and white and many other colors, and the EPDM trade group publishes material on roof albedo. Ask the maker for the exact product.
Does a CRRC listing mean a roof counts as cool?
Not by itself. The Council lists measured values and says it does not define cool; the code or program that applies decides. Ask which definition, if any, applies to your building.
Does the Board's color chart cover a flat membrane?
The sheet offers a chart of historically appropriate colors by architectural period and does not say it covers membranes. Ask staff, especially for a roof edge you can see from the street.
Who picks the color on a condominium roof?
If the roof is a common element under your condominium instruments, the association makes the choice. Ask the board for its rule in writing before anyone is scheduled.
