Nothing we opened says what covers any Centreville roof, and nothing treats PVC differently here. What the county does print, in its June 2026 plan for the Centreville area, is what the place is built of and what it expects to build next. PVC is a sheet for flat and low-slope roofs, so the question belongs to only some of those buildings.

The 2024 American Community Survey counts 24,168 occupied homes in Centreville, and 11,590 of them, 48.0 percent, are attached units. That is the picture to hold in mind.
A candidate or not
Our reading, not a source's: a pitched roof is not. The model building code sets a design slope for single-ply sheets, which the flat roof guide explains, and a steep shingle slope sits outside it. What stays open are the flat or nearly flat parts of a townhouse, such as a porch, a bay or a rear addition. Whether a given row has any is something to look at from the roof, not to infer from a table.

Who holds the roof

In buildings of five or more homes, 3,671 of the 4,485 occupied homes are rented, which is 81.9 percent. Our reading: the person deciding about those roofs is more often an owner, a board or a manager than a resident. Mobile homes and other types, 170 in all, are left out of the table.
Your association's own documents decide that, and none of the pages we opened show them. Get its answer in writing before anything is ordered.
Usually whoever owns or manages the building. A resident can report a leak, but the scope and the approvals sit with the owner.
The county plan
We read the Centreville Area and Suburban Center text of the Fairfax County Comprehensive Plan, 2026 edition. It says a second land use and transportation study concluded in June 2026.
The plan describes the area as homes and shopping centers built from the 1970s through the early 2000s, some of it older than modern stormwater controls. Redevelopment is asked to work in vegetation and low impact methods. No roof is mentioned.
It expects much new building to be multifamily, stacked townhouses and townhouses, and lists building rooftops used for park facilities as one creative option. It names no roof covering for them.
The one place the plan speaks about roof lines is the area around Centreville Square Shopping Center, southwest of the Route 28 and Route 29 interchange. There it says building heights and rooflines should consider views to the Blue Ridge Mountains, with heights limited to 75 feet nearest Route 29. That concerns a roof's height and outline, not what sits on it.
A text search of the section found no mention of roofing, membranes, PVC, green roofs or cool roofs. We cannot say the plan favors, allows or rules out PVC.

Three buildings, three first calls
A townhome community
The association first, because color and product on a shared roof are its call. Then the county, which treats fire-rated townhouse decking as its own question; the Centreville page covers that.
A condo or apartment building
The board or the owner. The county's commercial list puts roof repairs among permit work and under 100 square feet of covering among the exempt. It never says which list a membrane re-cover is on, so ask Land Development Services at 703-222-0801 with the scope written down.
A shopping-center unit
The landlord, since one roof often covers several storefronts. Ask what the tenants vent onto it.

Three lines. The sheet, named as its data sheet names it; PVC is listed in the model code under ASTM D4434. The seams: PVC is a thermoplastic whose seams are hot-air welded, so ask how each weld is checked. And the upkeep: the single-ply trade association says low-slope roofs should be inspected at least twice annually and after a major storm.
Beyond that we hold back. No neutral source we found gives a PVC-specific failure pattern or a service life, so we will not print one.
PVC is a thermoplastic, welded with hot air. EPDM is the rubber sheet in the same code table, and its laps are joined with adhesive or tape.
