PVC Roofing in Lorton, VA: What the County Wrote About One Flat Roof
No Lorton rule that names PVC roofs turned up. What exists is a paper trail on a single low roof in Laurel Hill: a 1920 brick house the county owns, whose hidden sunroom roof a consultant thought a single-ply membrane might cover. The next report found something else under the floor.
The record, in order
What did Fairfax County's consultants write about the Physician's Residence roof?
- June 2009, Historic Structure Report
Frazier Associates, working for the county, describes a house built in 1920 for the prison physician and unoccupied from 1995 on. The sunroom roof, it says, “has failed” and let a lot of water inside. It adds that the sunroom roof is not visible, so “a single-ply membrane may be acceptable for the low-slope condition.”
- August 2, 2010, demolition under way
With the sunroom coming down, the same firm reports “a flat roof under the sunroom floor.” The roof once taken for a gable now looks like an open deck with a wood guardrail.
- September 2010, Supplementary Information Report
The demolition contractor, working under county direction, made minor repairs to the existing metal roof and coated it with a fiber roofing sealer. The report says the county could monitor it and hold off on replacement, and that any later replacement should weigh future use, materials and Architectural Review Board design review.
- Today, county page
The county’s page says the sunroom removal was needed to stabilize the building and was approved by the Architectural Review Board. Nothing newer about this roof turned up.
Reading it for a PVC question
What can three lines in those reports mean if you own a flat roof?
These are our readings, not findings of the county.
A roof no one can see
- What the report says
- The sunroom roof is out of view, its material is “unknown,” and a membrane is floated as acceptable because of that.
- What it can mean
- Where a roof cannot be seen from the street, a review may weigh a membrane differently than on a visible slope.
- Who to ask
- The county office at 703-324-1380 for anything in the historic complex.
A flat roof under a later floor
- What the report says
- The original floor over the kitchen was flat seam copper, and a wood floor was laid over the flat roof around 1972.
- What it can mean
- On an old building the covering you can see may not be the whole story. A PVC quote starts with what is under the top layer.
- Who to ask
- A roofer who opens a test cut, not a photo.
A leak on an empty building
- What the report says
- Water came through the failed sunroom roof into the interior,.
- What it can mean
- A leak does its damage whether or not anyone lives there.
- Who to ask
- The building owner, who decides between a patch and a new roof.
Where the sheet meets the chimney
Why does a chimney in a 2010 photo caption matter to a PVC sheet?
One caption in the 2010 report notes that the old metal roof was “turned up as one piece onto chimney,” which the consultants took as proof the chimney was already standing when the roof went on. That turned-up edge is the same detail a membrane roof has at any wall. The sheet climbs the masonry and is finished with a termination and counterflashing.
The model International Building Code says that when a roof is replaced, existing metal counterflashings and edgings are not reinstalled where they are rusted, damaged or deteriorated. So a flashing quote should say which pieces are new.
The little that neutral sources say about PVC itself
The building code lists PVC sheet under ASTM D4434. It is a thermoplastic, so its seams are fused with hot air, and one trade abstract says well-made welds can only be separated by tearing the sheet. Color alone does not tell PVC from TPO or EPDM. No neutral source covers PVC-only failures or life, so this page offers none.
What the record is silent on
What do the county’s pages not tell a Lorton owner about PVC?
- They never name PVC. The word in the 2009 report is “single-ply membrane,” and it says “may be acceptable,” not required or preferred.
- They do not say what covers the roof now, or whether it was replaced after 2010.
- They do not set a rule for ordinary Lorton houses or townhouses outside the historic complex.
- They give no slope, only the words “low-slope” and “flat.”
What the report does say is that a 2001 Memorandum of Agreement sets review steps for changes to the complex’s historic properties. If your Lorton roof is on one of those buildings, ask the county first. For other Lorton roofs, our pages on rubber roofs behind Laurel Hill parapets and metal roofs and the Laurel Hill draft standards cover other angles, and Lorton has the permit offices.
Questions
Questions about PVC and the Laurel Hill flat roof
Did the county choose PVC for the Physician’s Residence?
No. The reports never name PVC, and the 2010 report describes repairs and a coating on the existing metal roof, with replacement deferred.
Is a PVC roof allowed at a Laurel Hill historic building?
No county text we read allows or bars it. The county says its Architectural Review Board reviews changes there, so ask 703-324-1380 before choosing a material.
Can I tell PVC from TPO by looking?
Not reliably. Color does not identify the membrane. Ask for the ASTM standard on the data sheet; PVC is listed under D4434.
What does thermoplastic mean for a seam?
The sheets soften with heat and fuse. A trade abstract says a good weld can only be pulled apart by tearing the sheet, and that welding guidelines vary by product.
Is a sealer coat the same as a new roof?
No. The report calls the work minor repairs plus a coating on the old metal roof, and it left replacement for later.
How often does SPRI say a low-slope roof needs a look?
SPRI, the single-ply trade group, advises at least two looks a year plus one after any major storm, checking perimeter metal, flashings and drains.
Does a report about one old house tell me about my Lorton roof?
Only as an example. Your roof’s material and slope are found by looking at your roof.
