Which county page applies when a Potomac house has a flat roof over a porch or addition?
On a large house the flat or nearly flat roof is usually a small one: a porch top, a rear addition, a link between two wings. That is where a single-ply membrane such as PVC gets discussed, and where a re-covering, a storm repair and a new addition can look alike from the driveway. Montgomery County keeps a separate page for each.
Three situations
What do the county's residential pages say about each way a flat section gets a new roof?
All pages below are from the Department of Permitting Services and were read on October 14, 2026.
-
A new covering on the roof that is already there
- What the page says
- The home improvements list names "Roof (covering only)" among work you "most likely" will not need a permit for.
- What it leaves out
- It names no material and does not say where a covering ends and a repair of the deck beneath begins.
- Who to ask
- The permitting office for your address, and the association if there is one.
-
A leak after a storm or a fire
- What the page says
- The restore and repair page says a home damaged by fire or a weather event and returned to "pre-damage condition" needs, at a minimum, a restore/repair or other building permit. It limits that permit to work on an element, not complete or substantial replacement.
- What it leaves out
- It does not mention roofs, and it does not say how it sits beside the covering-only line on the other list.
- Who to ask
- The same office, before the damaged membrane is torn off.
-
A roof that comes with a new room or porch
- What the page says
- A permit is required for work that extends the area, height or footprint of an existing one- or two-family dwelling. Work that is partly addition and partly alteration gets an Add/Alter permit.
- What it leaves out
- It does not describe the roof covering of the new space, so who reviews the membrane is a question for the plan reviewer.
- Who to ask
- The designer or builder of the addition, with the permit office.
Not one of the five residential pages names a membrane, or a flat roof
The words PVC, TPO, EPDM and membrane do not appear on them. The deck page is the only one to say the word roof, and there it describes a limit on the standard deck details. No county sentence says what covering a flat porch or addition roof should have, so that is settled by the building's design, the plan reviewer where a permit applies, and any association rules. The Potomac page sets out which office answers which question for a Potomac address.
The county's own words
How does the county word the terms that decide a flat porch roof?
- AlterationResidential alterations page
- Reconstruction or renovation of an existing structure "other than a repair". Reconstruction includes partial demolition and rebuilding. If a job has both an addition and an alteration, the county issues one Add/Alter permit.
- Fast trackResidential fast-track page
- A quicker review for listed small projects such as single-level decks and small sheds. The page states that additions and screened porches are not eligible, so a roofed porch goes through ordinary review.
- Deck with a roofResidential decks page
- The county's standard deck details may replace construction plans only for single-span, single-level decks, and the page says those decks cannot be built with roofs. A roof over a deck is outside that shortcut.
- CovenantsRepeated on the addition, alteration, repair and deck pages
- Many subdivisions have private deed restrictions regulating construction. The county says it does not enforce them and points owners to their homeowners' or civic association.
If PVC is proposed
A written scope for a PVC membrane on a small flat roof, line by line
- The standard on the data sheetThe 2021 model building code's single-ply table lists PVC under ASTM D4434. Ask for that on paper, because colour does not identify a membrane: white sheets may be PVC, TPO or EPDM.
- How seams are joinedThe National Roofing Contractors Association library describes PVC, TPO and KEE membranes as thermoplastics whose sheets fuse when heated, a weld that can be separated only by tearing the sheet when done correctly. Ask who checks the welds.
- Why seams matter on a one-ply roofIts welding study, which tested two PVC and two TPO membranes, notes that a membrane installed as a single ply depends on a properly made seam.
- Edges and the wallPorch and addition roofs meet a house wall on at least one side. Ask how the membrane is turned up there.
The sources we opened give no PVC-only failure mode, chemical resistance or service figure, so this page makes none. For how single-ply systems differ in general, see flat roofs.
Questions
What do Potomac owners with a flat porch or addition roof ask?
Is a roofed screened porch eligible for the county's fast-track review?
No. The residential fast-track page lists additions and screened porches among projects that are not eligible.
Does the county say what covering a flat addition roof must have?
Not on any residential page we read. The addition page speaks of area, height and footprint and does not describe roof coverings.
Does a storm repair follow the same rule as re-covering a roof?
The two pages are written separately and do not refer to each other. Ask the permitting office which one fits before a damaged membrane is removed.
Does the colour of a white flat roof show whether it is PVC?
No neutral source we opened gives a reliable visual test. Sheets come in white, black and other colours, so the data sheet is the dependable record.
Are PVC seams glued or welded?
The trade library we read classes PVC as a thermoplastic whose sheets are joined by heat welding.
Can the standard county deck details cover a deck that has a roof?
No. The decks page says the standard details are for single-span, single-level decks and that those decks cannot have roofs.
Who enforces a neighbourhood's roof rules?
Not the county. Its residential pages say it does not enforce covenants and deed restrictions, and they refer owners to the homeowners' or civic association.
Same town, other materials: metal roofs in Potomac and TPO roofs in Potomac. Neighbours with their own pages: TPO roofs in Rockville, EPDM roofs in Bethesda and, across the river, PVC roofs in Great Falls.
Pages used, checked 2026-10-14: county home improvements list; residential additions; residential alterations; restore and repair; residential fast track; residential decks; NRCA library, field testing single-ply seams; NRCA library, welding of thermoplastic membranes. The model-code table reference is the 2021 International Building Code, read on 2026-10-11.
Talk through the next step
Describe the flat section and how it got there
Tell us the street, whether the flat roof is original, an addition or a porch, and whether anything has leaked. We will help you work out which county page and which association to ask before a membrane is chosen.
