PVC Roofs in Rockville, MD

No Rockville document we read says a word about PVC. What the City does publish is a dated record of how the Rockville Pike corridor was built, and that record is a fair place to start when a quote says “PVC” for a flat roof near the Twinbrook station.

Dated record

What does the City's Planning Area 9 chapter say about when the Pike was built?

Planning Area 9 is the Rockville Pike corridor in the City's 2040 Comprehensive Plan. Every entry below is from the City's own pages, opened October 15, 2026.

  1. 1984

The Twinbrook Metro Station opens. For decades afterwards the chapter calls the corridor mostly an auto-oriented, regional commercial destination.

  2. 1989

The Mayor and Council adopt the first Rockville Pike corridor plan, aimed at urban design and traffic.

  3. 2005

The Twinbrook Commons Planned Development zone is created around the station, on land owned by the transit agency.

  4. 2009

A citywide zoning update lets much of the corridor go mixed-use. The chapter says projects since then are mostly apartments plus stand-alone shops, restaurants and services.

  5. August 2016

A new Rockville Pike plan is adopted. It creates “Champion Projects”, which may build taller in exchange for public benefits.

  6. March 28, 2018

A City news item says an 18-acre redevelopment, Twinbrook Quarter, would replace “several single-story retail, office and restaurant uses” at 1500 to 1616 Rockville Pike.

  7. 2018 and 2019

The station-area development agreement expires with two of six phases built, the Alaire and Terano apartments on Fishers Lane. The chapter counts 2,938 homes in the area from 2019 land records.

  8. Now

The 2040 Plan dates from 2021. City staff are writing a new Pike neighborhood plan to replace both the 2016 plan and this chapter.

Twinbrook Quarter “would replace several single-story retail, office and restaurant uses typical of Rockville's previous suburban-style commercial development.”

City of Rockville news item, March 28, 2018. Opened October 15, 2026.

Reading a quote

In what order should a corridor owner test a PVC proposal?

  • Name what is there.SPRI advises core cuts before covering over old insulation, and the model code bars a recover over a soaked or deteriorated roof.
  • Put the sheet on paper. The model code lists PVC under its own standard, ASTM D4434. Colour will not do, as sheets come in many.
  • Ask where water leaves.Ask too how the edge metal is tested, since the code points low-slope edges to ANSI/SPRI ES-1.
  • Ask how seams are made and checked.PVC is a welded thermoplastic, and a trade study asks for product-specific welding guidelines.

Who is asking

Is PVC the candidate for an apartment block, a retail pad or an office floor?

Building kindWhat the City chapter countsFirst roof question
Apartment and condo communities2,789 homes in 2019, in places such as the Alaire, the Terano and Woodmont Park.A board holds the roof record. Ask for it before anyone prices a sheet.
Shops, restaurants and officesCommercial and office land is 56 percent of the area. No new office building since the 1980s.For an older low building, what lies under the sheet matters most.
Attached homes149 homes.Too few to say anything about roofs. Ask the association.

PVC or TPO? Neutral sources we opened give PVC the same code table, slope rules and inspection advice as other single-ply sheets, and no PVC-only advantage. Compare data sheets, not names, and read the TPO page beside this one.

FAQ

Questions about a PVC sheet on a Rockville Pike roof

Does the City's Rockville Pike chapter name a roofing material?

No. The chapter covers land use, streets, parks and development history, and a text search for “roof” finds nothing.

Where is the City's cool-roof question for a low-slope building answered?

On the Rockville TPO page and in the City's own ordinance, linked there. This page does not repeat it.

Which paper names a PVC sheet?

The 2021 International Building Code lists PVC, or PVC with KEE, under ASTM D4434, with TPO and EPDM under their own numbers. Ask for that number on the data sheet.

Does a grey or white sheet prove it is PVC?

No. The Single Ply Roofing Industry association says sheet membranes come in black, white and many other colours, so colour does not name the product.

What holds two PVC sheets together on a Pike roof?

PVC is a thermoplastic, so neighbouring sheets are fused with hot air. A trade abstract says the work calls for product-specific welding guidelines, which is a fair thing to ask a bidder for.

How often should a corridor roof be inspected?

SPRI says low-slope roofs should be inspected at least twice per year and after any major storm.

Is Twinbrook Quarter finished?

We do not know. We read only the City's 2018 news item and a chapter written around 2019, which says its progress is to be monitored. Check the City's current project pages.

Which Rockville pages sit beside this one?
