The application form asks for a shingle sample when a roof changes color. Our reading: a steep shingle field is not where a sheet membrane is considered, so a PVC question rarely starts here.
PVC roofs in Sterling: what the Cascades Park handbook says, and leaves out
No Sterling document we opened names PVC. The closest local text is the handbook of the Cascades Park Community Association, which governs 518 homes and sets out how a roof change is reviewed. It never mentions a flat roof or a sheet membrane, so a PVC question there is one to put to its committee.

Association approval does not stand in for the county
The handbook says approval does not relieve an owner of other approvals and permits, and the declaration says the same. The handbook also places Sterling in a town, while Loudoun's permitting page treats it as unincorporated, so read the county steps on the Sterling page rather than the handbook's wording. Our reading: a roof change here can need an association answer, a county answer or both, and only those offices can say which.

What does Cascades Park say about changing a roof?
The association, formerly Peace Plantation I, publishes a handbook of rules and architectural guidelines, version 7 dated April 2024, on its resident resources page. Its members own single-family homes and townhomes with Sterling addresses. Three passages matter to a roof.
All changes or repairs to roofing and siding require prior Covenants Committee approval.

Which Cascades Park roofs could be a PVC question at all?
PVC is a single-ply sheet, and the model building code lists it under its own ASTM standard, D4434, among the single-ply coverings. The flat roof guide explains where those sheets are used. Sorting the roofs of a townhome and house community by that test gives two groups.
A porch, entry or addition roof
The handbook lists covered porches, covered entries, roof extensions and enclosed additions as major exterior changes. They must suit the existing house in roof pitch and materials, and county permit copies go to the committee. This is where a membrane may be discussed.
The Census place called Cascades is larger than the association. The 2024 five-year survey counts 4,721 homes there, 1,795 of them attached and 1,648 detached, and 3,261 built between 1990 and 1999. The association was incorporated in late 1997, which fits that age band, but the survey does not tell us which roofs have a flat section.

In what order does the association handle a roof application?
These are the association's own steps, in the order its handbook describes them. County permits are a separate track.
- 1. Apply
A completed modification form, with a description of the roofing material and a sample picture.
- 2. Completeness
The managing agent checks the file. An incomplete one is returned to the owner.
- 3. Committee
Up to forty-five days from a complete application. Silence past that point counts as approval, but receiving no letter does not by itself.
- 4. Reconsider
A written request within twenty business days of the mailed decision. The board's answer is final.

Questions about PVC and Sterling's associations
Does the Cascades Park handbook mention PVC?
No. We searched the handbook, declaration, bylaws, policy resolution and application instructions for PVC, membrane, flat roof, low-slope and rubber roofing. None appears.
Is a PVC sheet an upgrade in material under that handbook?
The handbook does not define the phrase. Describe the sheet, bring a sample picture and ask the committee which paragraph it applies.
Could a PVC roof be refused on color alone?
The color test is stated for roof replacements, and style is decided case by case. How a membrane color is weighed is not written down, so ask before ordering anything.
May I swap to PVC as an emergency repair after storm damage?
The handbook lets an owner repair a weather-damaged roof at once, but with the exact same material, color and design as the original, and the paperwork goes in immediately. A change of material is not covered by that sentence.
Is the Cascades Census place the same as the association?
No. The Census counts 4,721 homes in its place, while the association's handbook counts 518 lots. Use the handbook only if your deed places you in the association.
Do Lowes Island, Countryside or Potomac Falls publish a PVC rule?
We could open no roofing text for those neighborhoods. Their own documents or managing agents are the place to ask.
Does the association's approval replace a Loudoun permit?
No. The handbook and the declaration both say approval leaves the county's requirements in place, which the Sterling page lays out.
