PVC roofs in Ashburn: which buildings are even asking?

Across the whole place about 32 percent of occupied homes are rented, so the large buildings sit well above the average. The Census counts homes, not buildings or roofs, so none of this says how many Ashburn roofs are flat.
Loudoun prints wind by building category, never a roof covering
The county's building codes page lists design wind by Risk Category, from 105 mph for Category I to 125 mph for Category IV, beside a separate residential figure of 115 mph. It does not say which category a given building falls in. The permits page lists alterations for commercial work and renovations or alterations for residential work, and none of the four county pages we read uses the word roof. The data center page counts about 233 buildings with an average floor area near 234,000 square feet; it says nothing about their roofs, so we draw no conclusion about membranes from it.

In what order should a multi-unit owner settle a PVC question?
First: who holds the roof
Ask the owner, the manager or the board which document makes the roof theirs to replace, and whether the other owners or the lender must be told.
Second: what shape it is
The model building code lists PVC with its own ASTM standard, D4434, among single-ply roofing sheets. Those sheets are laid on low-slope roofs; how they are seamed and drained is on the flat roof page.
Third: Loudoun County
Its pages are silent on roof coverings, so phone 703-777-0220 with the building size and the scope rather than assuming a permit is or is not needed.
