PVC roofing in Washington, DC: is it a candidate for your building?
PVC is one of three single-ply sheets made for flat and low-slope roofs. Your building decides how much of the choice is the sheet and how much is everything around it.
Who owns which kind of building
The Census counts homes, not roofs, so these counts say nothing about how many roofs are PVC. The cut is by building size, the split that changes who signs for a roof.

A flat rowhouse roof is bounded by a parapet and shared walls, so water leaves by a drain or a scupper or not at all. The 2021 model code asks for secondary drains or scuppers where the perimeter rises above the roof, and a design slope of at least 1/4 inch in 12 for single-ply roofs.
A re-roof is excused from both where the roof already drains positively, but existing secondary drains stay unless replaced. Settle that before the sheet.

One roof, several households. PVC is a thermoplastic, so its seams are hot-air welded, and a trade abstract says a correct weld can be separated only by tearing the sheet. Put how welds are checked into the written scope.

5 to 19 units51,282 homes, 13.9%
Candidate if the roof is flat or low-slope: confirm on the roof. The next question is what is already up there. A protective coating may go over existing single-ply without tear-off, unless the roof is water soaked or deteriorated, and a core cut shows whether the insulation is dry.

Edge metal on low-slope single-ply roofs is designed for wind loads and tested to a trade standard, ANSI/SPRI ES-1, and the membrane itself is tested too. Ask which edge parts are replaced and what the membrane test is.
Large roofs may also have hatches, equipment and walkways, which add edges and penetrations to inspect.

Ponding is water that stays 48 hours or longer, a definition from the asphalt roofing manufacturers' association. Rusted or damaged drain outlets, metal edgings and counterflashings are not reinstalled under the same code.
Have these ready before a bid
- The standard on the data sheetThe model code's single-ply table lists PVC under ASTM D4434, TPO under D6878 and EPDM under D4637. The trade association says sheets come in black, white and many other colours, so colour is no proof.
- Who holds the roofOf 329,687 occupied homes, 194,851 are renter-occupied, 59.1 percent. With that many rented homes, many roofs belong to a landlord, a board or a management company, so ask for their rule in writing.
- How many coverings are on the deckThe median home was built in 1960 and 39.4 percent before 1950. The code bars a recover where the roof is water soaked or already has two coverings.
- An inspection habitSPRI says low-slope roofs should be inspected at least twice a year and after any major storm.
What no page we read says
No DC page we read names PVC. The Department of Energy and Environment describes the Green Area Ratio as a zoning rule for landscape and site design, and its overview does not mention roofs. The neutral sources we hold do not rank PVC against TPO or EPDM, so this page does not.

Questions from DC owners weighing PVC
Can I tell PVC from TPO by looking at the roof?
Not reliably. No neutral source gives a test from the ground. The data sheet or a sample gives the standard.
What does ASTM D4434 mean on a quote?
It is the standard the model code's single-ply table lists for PVC.
Does a PVC roof need a drain or scupper?
The model code asks for one wherever a parapet would trap water, whatever the sheet. A re-roof may be excused where the roof already drains positively.
How are PVC seams joined?
By hot-air welding, which is how thermoplastic sheets fuse.
Can PVC go over an old roof?
Not where the roof is water soaked or already has two coverings. A core cut shows what lies beneath.
How often should a flat roof be checked?
At least twice a year and after any major storm: edge metal, flashings and drains.
