TPO is the white or light-colored membrane people picture when they hear “cool roof.” Fairfax County's plan does say something about reflective roofs, and it is narrower than it sounds: it encourages them as one option for development and renovation projects, and it names no Oakton roof, no material and no reflectance number. This page reads the sentence closely.
The county's own words
The plan's Environment element lists green-building practices. One bullet is about roofs, and it sits inside a policy that opens by encouraging these practices in new development, building renovations and redevelopment projects.

Who it is written for
The plan's green-building policies are phrased around zoning proposals. One asks that zoning proposals for adaptive reuse or major renovation use practices sufficient for LEED or an equivalent program. A like-for-like roof replacement is not described there. That is our reading, not a county statement.
When your Oakton building is part of a larger zoning application, the plan can matter to that application. Ask the people who filed it. A roof contractor cannot tell you from the street.
For plain roof work, the county's separate permit page is the one to read. It lists replacement of roof shingles as a residential no-permit item and roof repairs and solar panels as permit items, and its commercial list has a line for replacing less than 100 square feet of roof covering. Before you choose a white roof

Ask which of the county's two permit lists your building and your scope fall under. Ask for the answer in writing.

In a larger building, ask who owns the roof and whether a reserve study or a design standard already names a covering.
Third: whoever filed any zoning application
Only if the roof is part of a larger project. The plan's green-building language is aimed at that kind of submission.
Reflective is not a material
The plan calls a roof “highly reflective” without defining the term. The Cool Roof Rating Council says it leaves the meaning of “cool” to the code bodies and programs that use its ratings. Four items from our flat roof guide make bids comparable.
Which buildings
The Census counts homes by building size (ACS 2024 5-year, wide margins, rounded). It cannot say which roofs are flat.

Houses and townhomes can have a flat section too, such as a porch top or a rear addition.
FAQ
The Policy Plan encourages them as one green-building option in development and renovation projects. Nothing in it reads as a rule for a re-roof job.
No. White membranes come in more than one family, and the trade association says sheets also come in black and other colors. Ask for the data sheet standard.
Not in the Policy Plan text we read. Area-by-area plan volumes exist, but the Oakton section was not opened for this page, so we do not describe it.
It can. The county permit page ties fire-rated roof plywood to townhomes, and a shared roof involves neighbors. Start with the association.
Ask the building owner, board or manager who decides and whether a written roof standard exists. The Census cannot answer that, and neither can a roofer from the street.
