EPDM Roofing in Vienna, VA: Follow the Water Off the Roof
A flat or low-slope roof does not keep its rain. It passes the water to a drain, the drain passes it to a pipe, and the Town of Vienna says that pipe is not connected to a treatment plant. The Town's stormwater page is the one local document we found that touches roof water, so this page follows the rain from the rubber sheet to the creek.

First: the rubber sheet
EPDM is a synthetic rubber single-ply, and the 2021 International Building Code lists it under its own material standard, ASTM D4637. Ask, too, how the lap seams are joined: a 1991 NRCA abstract says many EPDM problems involved seams. It predates today's tapes and adhesives, so it is a reason to ask, not a finding.

Second: the drain, scupper or downspout
For new design, the model code asks for an overflow drain or scupper wherever a raised edge would trap water if the main drain backs up. The trade association SPRI advises looking at low-slope roofs at least twice a year and after any major storm, removing debris and keeping drains open. The asphalt manufacturers' association defines ponding as water that stays 48 hours or longer; its bulletin is written for asphalt roofs, so it is a yardstick, not an EPDM rule.

Third: the Town's storm inlet
The Town's Stormwater Management page says inlets, pipes and outlets carry rainwater to the nearest stream and that the system is not connected to a water treatment facility. Its list of things that must stay out of inlets includes leaves, grease and other debris. Debris pulled from a roof drain is mostly leaves and grit, so our reading is that it belongs in a bag, not swept toward the street. That is our reading, not a Town roofing rule.

Fourth: the creek
Rain on the northern and eastern sides of the Town reaches Piney Branch or Wolftrap Creek, then Difficult Run. Rain on the southwestern side reaches Bear Branch or Hunters Branch, then Accotink Creek. Both end in the Potomac. The Town links a watersheds and flood plains map on that page.

Can I sweep leaves from a flat roof into the street inlet?
The Town lists leaves, grass and other debris among the things that must stay out of inlets, because the pipes are not treated. Bag what comes off the roof.
Does Vienna say where a downspout or scupper has to discharge?
Not on the Stormwater Management page we read. It describes inlets and streams, not roof outlets. Ask Planning and Zoning at 703-255-6341, and tell them whether your address is inside the Town.
I saw something other than rain going into an inlet near my house. Who gets that call?
The Town asks residents to report illegal discharges and dumping to Public Works at 703-255-6380 or through its online service request.
Do the Town's pollution action plans set rules for roofs?
The plans cover bacteria, sediment, chloride and PCBs in Difficult Run and Accotink Creek. The page describing them says nothing about roofs, and the PDFs are separate files, so a roof clause inside one cannot be ruled out here.
Is every white flat roof in Vienna EPDM?
No. SPRI says sheet membranes come in black, white and many other colors, so color does not identify the material. The data sheet and its ASTM standard do.
My building has five or more units. Who should call about the roof?
Whoever signs for it. In Vienna's Census table, about three in four occupied homes in those buildings are rented, so the roof contract often sits with a landlord, manager or association.
