Metal roofs in Annandale, VA: what the Holmes Run Acres roofing guide says
The neighborhood's own remodeling booklet has a chapter on re-roofing its low-pitch houses. It covers single-ply, modified bitumen and built-up roofs, and it names metal only for flashing, edges and gutters. That gap is the useful finding for anyone weighing a metal roof there.
The roofing chapter, in the order it runs
The booklet is called "Remodeling Your Holmes Run Acres House: Remaining Faithful to the Original Design". The Holmes Run Acres Civic Association's board commissioned it. The copy we read carries no date, and the chapter calls itself general guidance, not a specification.
- First, the deck
The chapter assumes the original tongue-and-groove wood plank deck stays. It says its systems do not apply to conventional or sloped roofs, and elsewhere it speaks of the houses' open-deck roofs.
- Then felt and rigid insulation
A felt vapor barrier goes on the deck and rigid board over it. The original board is described as fiberboard with very low thermal resistance, and the chapter advises replacing it when re-roofing.
- Then one of three coverings
Single-ply membrane, modified bitumen, or the four-ply built-up system it calls the original roofing, with crushed slag first and white marble now preferred. A metal panel roof is not among them.
- Last, edges and gutters
This is where metal appears: galvanized sheet metal or aluminum flashing at every roof edge, in colors that can match the gutters, with oversized gutters requested on replacement.
One more local record. The 2006 National Register nomination form describes a single house whose original asphalt roof was replaced with a metal roof after its carport was enclosed. Both documents are snapshots, so check the roof you have.
What the booklet covers, and what a metal panel question adds
In the booklet
- Slope
- Treated as low, a flat-roof design with some pitch. No figure is given.
- Deck
- Plank deck kept, with felt and rigid insulation above it.
- Air
- Not covered. The booklet's roofing chapter is about low-slope systems and does not discuss metal panels.
- Old roof
- Not covered, for the same reason.
- Edges
- Galvanized or aluminum flashing, larger gutters.
A metal panel adds
- Slope
- The 2021 model building code sets a minimum slope for each panel type, for example 3 in 12 for lapped panels without sealant. Measure first.
- Deck
- The code calls for a solid or closely fitted deck. Our reading is that plank qualifies; ask the roofer to say so in writing.
- Air
- The Building America Solution Center guide notes condensation can form under metal and suggests venting, for instance with battens. Ask where the air goes on an insulated plank deck.
- Old roof
- A recover over an old covering is limited by the same code: not over a soaked roof, and not over two or more coverings.
The booklet is neighborhood advice, not a county rule
Its line on permits is undated, so do not treat it as the county's current position. The Fairfax County permit page opened on October 15, 2026 lists replacement of roof shingles and small plywood repairs as work that needs no permit, puts roof repairs on the permit side, and names no metal roof. Design review is a separate matter. The county's list of fifteen Historic Overlay Districts does not include Holmes Run Acres. The civic association's site describes an effort to create one, with a poll in 2022, and now files it among past initiatives that are no longer active; the poll result is not on the pages we read.
How many Annandale houses are in this position?
The Census Bureau's 2020 to 2024 estimates, table B25127, counted homes in one-unit buildings, detached or attached, by the period the building went up. It counts homes, not roofs.

Of 9,025 homes in all, 6,979 went up between 1940 and 1979, and 7,951 are owner-occupied. Holmes Run Acres, built from 1951 to 1958 per the nomination, sits in the 1940 to 1959 row.
Four things to settle before a metal roof is priced
- The measured pitchA number from the roof itself, since every metal panel type has its own minimum.
- The layers under the coveringHow many coverings are there? Core cuts answer it, and the answer decides recover or tear-off.
- The deck and the airWhat the deck is, what insulation sits on it and where air can move under the panels.
- Edges and drainsA written list of which flashing, edge metal and gutters are replaced, because the code bars reusing rusted or damaged pieces.
Questions about metal roofs and the Acres guide
Does the Holmes Run Acres booklet allow or forbid metal roofs?
Neither. It is advice from the civic association, and its roofing chapter does not discuss metal panels at all. It names metal only for flashing, edge pieces and gutters.
Is a low-pitch roof too flat for metal panels?
It depends on the panel. The model code sets a different minimum slope for lapped panels, lapped panels with sealant and standing seam, and manufacturers can set their own. Measure the roof before anyone names a product.
Does Holmes Run Acres have county design review?
The county's own list of Historic Overlay Districts does not include it. The register listing is described by the civic association as imposing no limits. If your street has an association, ask it for its exterior rules in writing.
Can metal panels go over an old built-up roof?
The code allows some complete, separate systems such as standing seam over an existing covering, but not over a soaked or deteriorated roof or one that already has two or more coverings. Ask for core cuts first.
Does Fairfax County's permit page mention metal roofs?
It names shingle replacement, small plywood replacement and small areas of commercial roof covering. It does not name a metal roof, so describe your scope to the county.
The nomination says shed or gable, the booklet says nearly flat. Which is right?
Each describes the same houses in its own words and neither gives a pitch. Only a measurement on your roof settles it, and the TPO page for Annandale reads the nomination's roof wording in detail.
