PVC Roofs in Alexandria, VA: What the City's Plans Say
Alexandria has put roofs into its planning documents from 2010 on: green roofs in North Potomac Yard and Old Town North, solar and open space in Eisenhower West. Read in date order, they show what the City asks of a roof, and that no document names the sheet that covers it.

Which Alexandria documents say something about a roof, and when did each start?
Every entry below was read in the City's own PDF or page on October 15, 2026.
- June 12, 2010: North Potomac Yard plan
City Council adopted the small area plan by Ordinance 4673, amended September 16, 2017. Its green roofs section says new development will be required to provide them, and a later recommendation asks for minimum quantities of green roof and/or solar power generation on building roofs.
- December 12, 2015: Eisenhower West plan
Adopted by Ordinance 4980 and amended through January 25, 2025. Under building sustainability it says roofs will contribute by creating opportunities for renewable energy, open space and/or stormwater management, and it lists green roofs in new buildings as an opportunity.
- September 16, 2017: Old Town North plan
Ordinance 5082. Its infrastructure and sustainability recommendations say to require green roofs on new buildings, and its combined sewer text lets a green roof count toward a site's stormwater obligation.
- June 22, 2019: Green Building Policy
Council adopted a policy for new development that took effect March 2, 2020. The 2026 plan says the Environmental Action Plan 2040, adopted July 9, 2019, named the policy a priority. Neither speaks to a roofing material.
- July 16, 2025: Board roofing sheets
The Board of Architectural Review's roofing sheets were last amended. They treat flat and low-sloped roofs as outside Board review, which is why the TPO page is about the permit office instead.
- January 24 and July 1, 2026: Green Building Plan
Council approved the plan on January 24. The City says projects needing a development site plan or special use permit are subject to it from July 1, 2026, and its one roof item is a solar-ready roof shown on the final site plan.
What the dates mean. Each document speaks to a roof's job (planting, panels, people, stormwater) or to who reviews it. None speaks to the material that keeps the water out. That choice is left to the owner and the written scope.
Where PVC sits
Does any Alexandria document require, prefer or forbid a PVC sheet?
No. A search of the three area plans for membrane, single-ply, PVC, TPO and EPDM comes back empty, and the same holds for the roof wording in the Green Building Plan. The plans bind new development and redevelopment. They do not describe an existing building that is only being re-covered.
PVC's place comes from the building code instead: the 2021 model code lists it as its own type of single-ply sheet under ASTM D4434, beside TPO and EPDM. The neutral texts we read give it the same single-ply rules as those two and no ranking above them. Anyone telling you the City points to PVC is selling something the City's pages do not say.

Does the City of Alexandria require a PVC roof anywhere?

Do the green roof requirements reach an existing building in Old Town North?
The plan's wording is to require green roofs on new buildings. Whether your building counts as new or redeveloped is a question for City planning staff.
