TPO roofs in Ashburn: the one line in Brambleton's guidelines that names a membrane

TPO is a sheet roof used on low-slope buildings, and almost nothing in Ashburn's paperwork mentions it. Brambleton's design guidelines do, once, in a color palette for one builder's townhome model. This page reads that line, the pages around it, and the limits of what it proves.

The line itself

What does the Town Center palette print about the roof?

Roof   White TPO   White TPO

Brambleton Design Review Guidelines, Appendix IV, printed page 163, "Knutson Town Center/Willow Creek model", the row for Scheme 1 and Scheme 2. Read October 15, 2026.

The palette beside it, for Miller and Smith brownstones in the same Town Center, has no roof line. So this is the only place in 195 pages where a roof material other than shingle or steel appears.

Builder or owner

Why can a palette name a material that the roofing section never mentions?

The Committee does not have approval authority over initial construction by the Declarant, any Participating Builder, or for construction on parcels adjacent to the community.

Brambleton Design Review Guidelines, printed page 6.

Page 34: attached homes match the original

"In attached housing and multifamily housing, colors and materials must exactly match those of the original." Where a builder has set requirements or palettes, changes "will not be permitted".

Page 90: every replacement is reviewed

Approval is required for all roof replacements, and the new roof should match the original in line with the builder's standards. Neither page names TPO.

Roof-top terraces

Where else do the guidelines write about roofs you can stand on?

  • Pergolas and decking tiles (page 41). Knutson townhomes in Section 35 were offered decking tiles and rooftop pergolas on the roof-top terraces. Anything added later must match "in all regards", and an indemnification letter may be required case by case.
  • Awnings (page 29). Front-facing awnings are barred except on front-facing roof-top terraces of specific townhomes. On the Knutson Town Center townhomes the fabric must be solid black or natural linen.
  • Grills (page 74). In multi-family housing, outdoor kitchens and grills are permitted on front and rear roof-top terraces, after construction.
  • Spas (page 67a). Rooftop spas need approval and are discouraged; a rooftop swim spa is prohibited.

The guidelines do not say the palette's model is the Section 35 model. Both say Knutson and Town Center, so we read them together; confirm with the association.

Who asks

What does Brambleton's own housing count say about the roofs in play?

Census ACS 2024 5-year estimates for the Brambleton place. They count homes, not roofs, with wide margins of error, so read them as "about".

Attached homes lead slightly

About 3,655 of 7,979 homes (46 percent) are attached, against about 3,395 detached (43 percent).

Few large buildings

Only about 739 homes (9 percent) sit in buildings of five or more units, so big flat roofs are the exception here, not the rule.

Mostly recent homes

About 4,231 homes (53 percent) date from 2010 or later. The Census gives no roof age or material, so it cannot say which roofs are TPO.

One builder, not a rule

What no document we opened says about TPO in Ashburn

Searching all 195 pages of Brambleton's guidelines finds no EPDM, membrane, flat roof, low-slope or single-ply wording. Ashburn Village's 76-page guidelines name none of them either, nor TPO. Loudoun's permitting, decks and additions pages name no roofing material. So a TPO roof in Ashburn is neither approved nor refused in writing anywhere we looked. The palette line shows a builder used it; it does not show an owner may.

The county and the material

Where does Loudoun stand, and what is TPO in the building code?

Loudoun's permitting page tells applicants to contact their homeowner association for further approval. Its deck page says a deck built with a roof cannot use the county's typical detail, and its additions page counts screened porches as additions, not including condominiums. None of the three says what covers the roof. Call 703-777-0220 with the structure.

The model building code lists TPO among the single-ply roofing materials, each with its own standard. How such roofs are seamed, drained and flashed is on the flat roof page, and the materials guide sets TPO beside the other coverings.

FAQ

Questions about TPO roofs in Brambleton and Ashburn

Does Brambleton allow TPO roofs?

The guidelines print no rule either way. They name TPO once, in one builder's color palette.

Is the white TPO roof in the palette the rule for my townhouse?

No. It is a builder's palette for one model. If you own a Knutson Town Center townhome, pages 34 and 90 point to the original roof as your benchmark; ask the committee in writing.

Can I replace my Brambleton roof without an application?

Page 90 says an application and approval are required for all roof replacements, and that the replacement should match the original in line with the builder's standards.

Does Ashburn Village say anything about TPO?

Its guidelines do not mention it. A change of roofing material needs prior approval.

Who looks after the roof under a roof-top terrace?

The guidelines we read do not say. Ask whether the roof below the pergola is yours or the association's to maintain.

How would I find out which membrane my roof is?

The code's single-ply table pairs TPO with ASTM D6878 and each other single-ply type with its own standard, so the product data sheet is the document to ask for. Color alone does not tell the types apart, and no neutral source gives a ground-level test.

Does a roof terrace pergola need the county as well?

Loudoun's pages do not mention roof-top terraces, so call the office with the pergola's size and how it is fixed.

The county counter and Ashburn's housing mix are on the Ashburn page. The same two association documents are read for metal roofs and for rubber roofs on porches and terraces. For the wider picture, see TPO roofing in Northern Virginia, and for neighbors, Leesburg and Reston.
